  4.     In Colombia, where 157 judges were victims of drug-related
  5. murders between 1982 and 1988, it is a brave justice who stands up
  6. to the cartels. But last week, in a surprising move, the country's
  7. Supreme Court voted to uphold most of President Virgilio Barco
  8. Varga's emergency measures against narcotics traffickers. Most
  9. important, the court approved the President's power to extradite
  10. criminals to the U.S. 
  11.  
  12.     Since Barco began his crusade against the coke barons eight
  13. weeks ago, one drug lieutenant has been extradited and the U.S.
  14. Justice Department has begun to pursue four others. "This is a
  15. great victory for the President and a tremendous blow to the
  16. narcos," declared National Police chief General Miguel Gomez
  17. Padilla.

  19.     Gomez Padilla had another reason for optimism. He disclosed
  20. last week that more than 4,000 police officers had left or been
  21. dismissed from the 70,000-member force this year, many because of
  22. connections with drug traffickers.
